In the tie-breaker, all five English penalty takers were spot on with their respective shots while Manchester City's Manuel Akanji missed his kick, resulting in a 5-3 win for England.
Southgate's side will now face Ronald Koeman's Netherlands in the semi-final on Wednesday at Signal Iduna Park in Dortmund. The Dutch came back from behind to beat Turkey 2-1 to progress.
